Examination of Appalachian Hardwood Roundwood Resource: Availability, Quality, and Distance to Market

The eastern hardwood forest and sawmilling industry has historically lacked accurate and available data, leading to significant underestimations of industry size. Earlier studies revealed major discrepancies in industry reporting and identified discrete and intertwined hardwood markets across West Virginia, though limited sample sizes hindered deeper analysis of timber supply, topography, and industry. Since then, the industry has undergone major changes—including mill closures, offshoring, rising labor and energy costs, market shifts, and resource pressures—making updated analysis both timely and critical.

This project seeks to re-evaluate the hardwood resource, mill infrastructure, and market dynamics across the Appalachian region, with an emphasis on West Virginia and southwestern Virginia. This study focuses on the interaction of resource availability, quality, distance, labor, and competitive pressures, aiming to clarify the conditions that support successful hardwood operations, identify underutilized timber resources, and highlight opportunities for future industry development. 

Objectives

  1. Data Integration: Collect, combine, and standardize multiple public datasets—FIA resource data, infrastructure, mill locations, energy costs, transportation hubs, and demographic information—into a central analysis repository.
  2. Industry Characteristics: Analyze remaining hardwood operations in terms of resource availability, quality, and distances to both resource and markets to determine which factors contribute to current mill success.
  3. Location Analysis: Identify optimal locations for future hardwood roundwood processing facilities by comparing site characteristics to those of successful existing operations.
  4. Underutilized Resource Identification: Locate forest areas, both federal and non-federal, where hardwood resources are underutilized and could support new or expanded operations.
  5. Competition Linkages: Examine linkages between mills to better understand how timber resources, market, and labor factors impact competition factors.

Expected Results

  • A consolidation of data sources offering an up-to-date picture of hardwood resources, infrastructure, and industry distribution across West Virginia and southwestern Virginia.
  • A description of the methods used and interactions of resources, markets and operations as a companion to the foundational data analysis.
  • Maps and models highlighting potential locations for new or expanded hardwood processing facilities.
  • Identification of specific forest areas with potential for resource utilization to support long-term sustainability and economic development.
  • A deeper understanding of competing factors among mills—resource, labor, and market factors—and how proximity influences operational viability.
