This report is motivated by the overarching question “Where were trees planted and rain barrels installed, as part of opt-in programs in relation to Baltimore’s priorities?” In particular: 1. Who participated in planting and installation programs in terms of available space? 2. How did participation vary by TreeBaltimore priorities? 3. Where are there opportunities for tree planting in terms of available space and priorities?

The Estate Thomas Experimental Forest (hereinafter Estate Thomas) is the only tropical dry forest owned and administered for this purpose by the United States Department of Agriculture (USDA) Forest Service. It is the easternmost experimental forest in the agency's system of Experimental Forests and Ranges, located 5.4 km west of Christiansted, St. Croix, United States Virgin Islands (Figure 1 ).
